THE GOVERNMENT OF THE HKSAR GUIDE TO IMPORT AND EXPORT
LICENSING REQUIREMENTS
1. Import and Export Controls by Trade Department
1. Import of the following articles from any territory
must be covered by valid import licences:
- Strategic commodities
- Reserved commodities
- Pesticides
- Radioactive substances and irradiating apparatus
- Pharmaceutical products and medicines
- Textiles
- Ozone depleting substances
In respect of textiles, the import may be covered,
in lieu of a valid import licence , by an import notification
or a transshipment notification completed by the textiles
trader who has been registered under the Textiles
Trader Registration Scheme.
2. Export of the following articles to any territory
must be covered by valid export licences:
- Strategic commodities
- Reserved commodities
- Pesticides
- Pharmaceutical products and medicines
- Textiles
- Ozone depleting substances
In respect of textiles, exports to non-restrained
markets, re-exports to all markets, export of samples
to the USA and transshipments to all markets may be
covered, in lieu of a valid export licence, by an
export notification I (for export), export notification
II (for re-export), export notification III and export
notification IV (both for export of samples to the
USA) or a transshipment notification (for transshipment)
completed by the textiles trader who has been registered
under the Textiles Trader Registration Scheme.
2. Import and Export Controls by Other Departments
1. Agriculture and Fisheries Department
- Import and transshipment/transit of animals including
dogs and cats and their parts, mammals, birds and
reptiles
- Export of live animals to countries requiring
health certification
- Export of poultry carcasses or poultry products
to certain schedules countries
- Export of food containing animal, poultry or fish
products to certain countries e.g. EC, Japan and
Australia
- Import of plants, plant pests and soil
- Import and export of threatened/endangered species
(whether alive, dead, parts or derivatives) and
controlled medicines (i.e. medicines or other substances
containing or claiming to contain rhino or tiger
ingredients)
- Export of any local wild plant, or any part of
it
- Export of any protected wild animal, or part of
a protected wild animal, killed or taken in Hong
Kong; or export of any nest or egg of any protected
wild animal taken in Hong Kong
- Import and Export of pesticides
2. Customs & Excise Department
- Import and export of dutiable commodities (tobacco,
liquor, methyl alcohol, hydrocarbon oils)
- Import and export of acetylating substances
- Export of television sets, video cassette recorders
and video cassette players by small vessel less
than 250 gross tons
- Carriage of television sets, video cassette recorders,
video cassette players, air-conditioners, refrigerators,
vehicles and vehicles parts and outboard engines
exceeding 111.9 kilowatts (150 horsepower) by vessel
in the waters of Hong Kong
- Import and export of left hand drive vehicles,
outboard engines exceeding 111.9 kilowatts (150
horsepower) and optical disc mastering and replication
equipment
- Import of Motor Vehicles for use in Hong Kong
3. Civil Engineering Department
- Import of sand
- Import and export of explosives
4. Office of the Telecommunications Authority
Import and export of radio transmitting equipment
5. Hong Kong police Force
Removal and possession of arms and ammunition within
Hong Kong for the purpose of import and export
6. Department of Health
- Import and export of pharmaceutical products
- Import and export of dangerous drugs
- Import (whether direct or by way of transshipment)
of game, meat, poultry and prohibited meat
- Import of food containing added coloring matter
- Import of food containing metals
- Import of artificial sweeteners and food containing
artificial sweeteners
- Import of food containing aflatoxins, erucic acid
and/or other prohibited substances
- Import of food containing preservatives and /or
antioxidants
- Sale of imported frozen confections
- Sale or heat-treatment of imported milk and milk
beverages
- Import of smokeless tobacco products
- Import of radioactive substances and irradiating
apparatus
7. Environmental Protection Department
- Import and export of Ozone Depleting Substances
- Import and export of Waste
